

Washington Selects BPro to Modernize Voter Registration and Election Management System
Technology, Experience and Reputation Cited in Unanimous Selection
OLYMPIA, WA – July 12, 2018 – Washington’s Office of Secretary of State has signed a contract with Team BPro to rebuild the Evergreen State’s voter registration, election management, petition management, electronic ballot delivery and election night reporting systems. Team BPro, which consists of BPro, Runbeck and Democracy Live, was unanimously selected over four other bids, through a competitive RFP process. Members of the RFP selection committee include staff from the Secretary of State’s office and representatives from a variety of Washington counties, ranging in size from King County to Adams County. The 12-0 unanimous selection highlights Team BPro’s technology, experience and reputation as leaders in election technologies, which was bolstered by the introduction of a new Geographic Information System (GIS)-based address management application.
“Our executive steering committee, which is partly made up of seven independently-elected county auditors, agreed unanimously that the BPro team was the right choice to modernize elections in Washington,” said Kim Wyman, Washington Secretary of State. “They’ve done this successfully in other states, they understand the vast complexities of the elections world, and they come highly recommended. I’m pleased to have them as partners in this effort.”
To meet the requirements of Washington’s Election Modernization Project, BPro partnered with Runbeck Election Systems and Democracy Live. Runbeck will provide their petition management system and Democracy Live will provide electronic voter guides and ballots for all 39 counties. As the lead respondent, BPro will manage the project and work closely with elections staff from the Secretary of State’s office and all 39 Washington counties to deploy a voter registration system that meets the current and changing needs of Washington state. Each county will access BPro’s TotalVote® application, which will be used to manage existing voter records and register new voters. The statewide TotalVote® voter registration database will process online voter registrations and manage voters that move between counties or out of the state.
BPro’s TotalVote® application is the only Voter Registration system that incorporates a standalone GIS application that uses point addresses to better manage voters and election districts. The GIS-based system, called TotalAddress™, allows election officials to visualize addresses and precinct boundaries using a simple, web-based mapping platform. Using point addresses to register voters provides a greatly improved representation of their residence and ultimately leads to a more accurate elections process. Introduction of the new GIS-based address management application demonstrates BPro’s continued leadership role in developing election technologies.
